Maintainer workflow

Edit packages/package-index.yml for product family, publish decision, release metadata, dependency expectations, blockers, and notes.
Follow the PackageIndex release-guidance maintainer guide when changing generated package README policy; verify and gate do not write README files.
Use readiness_blocker only for same-repository ownership. When the underlying blocker is external, create a local tracking issue and put the external context in readiness_note.
Use the coordinated release-links guide to select release_track: coordinated or an explicit historical release note.
Run dotnet run --project tools/ForgeTrust.AppSurface.PackageIndex/ForgeTrust.AppSurface.PackageIndex.csproj -- generate to refresh this dashboard and the adopter-facing package chooser.
Run dotnet run --project tools/ForgeTrust.AppSurface.PackageIndex/ForgeTrust.AppSurface.PackageIndex.csproj -- verify before review to confirm both generated files are current.
